The USCRTF membership, as established in 1998, included members of 11 Federal agencies, which has since grown to include 14 Federal agencies, seven U.S. States, Territories, Commonwealths, three Freely Associated States, and four Fishery Management Councils.

The All Islands Committee consists of members from the seven states and territories and Freely Associated States and an Executive Director. The AIC represents the combined voices of these jurisdictions, setting conservation priorities and building capacity across regions.
